Brasília – A Secretaria de Comércio Exterior do Ministério do Desenvolvimento, Indústria, Comércio e Serviços (Secex/MDIC) disponibiliza nesta quarta-feira (18/12), painéis contendo visualizações interativas de dados relativos aos controles governamentais aplicados sobre as exportações brasileiras.
Com essa ferramenta, qualquer interessado poderá consultar dados sobre a execução do chamado tratamento administrativo, que envolve a atuação de todos os órgãos e entidades do governo brasileiro responsáveis por emitir no Portal Único de Comércio Exterior as licenças, permissões e certificados necessários à realização de vendas externas no país, ou ainda promover o monitoramento das operações após a sua concretização.
Os painéis foram desenvolvidos com o emprego de ferramenta de Business Intelligence e podem ser livremente acessados na página eletrônica do Sistema Integrado de Comércio Exterior (Siscomex). Eles apresentam, entre outros dados, a quantidade e o valor das operações de exportação sujeitas a controle, o montante de autorizações expedidas pelo governo e o tempo médio para a sua obtenção.
É possível também verificar recortes detalhados por produto ao nível da Nomenclatura Comum do Mercosul (NCM), das seções da International Standard Industrial Classification of all Economic Activities (ISIC), e dos grupos da Classificação Uniforme do Comércio Internacional (CUCI), possibilitando diferentes enfoques analíticos e a comparação com números reportados por outros países.
Para a Secretária de Comércio Exterior, Tatiana Prazeres, a nova ferramenta encontra-se em sintonia com o espírito de transparência e acessibilidade à informação. “A divulgação dos dados representa uma boa prática internacional e nos permite compreender melhor o desempenho dos órgãos intervenientes nas exportações do Brasil, abrindo espaço para reflexão conjunta entre governo e setor privado sobre melhorias nesses processos”, destacou.
O que é Tratamento Administrativo
Segundo o art. 2º, inciso I, da Portaria Secex nº 65, de 26 de novembro de 2020, tratamento administrativo é toda restrição, exigência ou controle administrativo de caráter não aduaneiro que incida sobre uma operação de importação ou de exportação de mercadoria.
Essas restrições, exigências ou controles são estabelecidos pelos órgãos intervenientes no comércio exterior, isto é, aqueles com competência legal para atuar nos processos de importação e exportação.
Atualmente, 14 órgãos e entidades da administração pública federal, tais como o Ministério da Agricultura e Pecuária (Mapa), a Polícia Federal (PF), o Instituto Brasileiro do Meio Ambiente e dos Recursos Naturais Renováveis (Ibama) e a Agência Nacional de Vigilância Sanitária (Anvisa) operacionalizam tratamentos administrativos sobre as exportações brasileiras por meio do Portal Único de Comércio Exterior.
