A Agência de Arrecadação e Controle Aduaneiro (ARCA) eliminou o sistema de Operadores Logísticos Seguros (OLS) por meio da Resolução Geral 5.619/2024.
Esta decisão visa simplificar os processos aduaneiros e melhorar a eficiência logística. Além disso, pretende-se promover o comércio exterior argentino.
O sistema OLS, implementado em 2009, não atingiu os seus objetivos. Especificamente, não conseguiu melhorar significativamente a segurança e a facilitação da cadeia logística. Na verdade, registrou poucas operações. Portanto, a ARCA concluiu que a sua continuidade não se justificava. Consequentemente, fica revogada a Resolução Geral nº 2.665 e suas alterações.
Esta medida gera mudanças importantes na regulamentação aduaneira. Principalmente, a referência ao “Operador Logístico Seguro” é eliminada do “Manual do Usuário do Sistema de Cadastro” (Resolução Geral nº 2.570). Assim, a ARCA procura otimizar recursos e reduzir a carga regulatória.
Além disso, esta ação faz parte de uma revisão abrangente dos registos aduaneiros. Ou seja, a ARCA busca modernizar e desburocratizar o sistema. Da mesma forma, procura eliminar regulamentações obsoletas. Desta forma, as necessidades do setor logístico são atendidas.
Consequentemente, a decisão baseia-se numa análise custo-benefício. A ARCA prioriza a eficiência nas regulamentações do comércio internacional. Portanto, a remoção do OLS está alinhada com esse objetivo.
Por fim, a Resolução Geral 5.619/2024 já está em vigor desde a sua publicação no Diário Oficial. Além disso, será publicado no Boletim da Direção Geral das Alfândegas. Em resumo, a ARCA continua a rever outros regimes aduaneiros para promover um ambiente comercial mais dinâmico e competitivo.
